Eagle Park - No Camping or Fires

Eagle Park Conceptual Plan

No Camping and No Fires allowed in Eagle Park at any time!

There is no camping, and absolutely no fires or any kind of flames are allowed in Eagle Park at any time.  This includes wood fires, charcoal briquettes, pellet-fueled grills, candles, tiki torches and other devices that emit flames or embers and cannot be turned off with a valve. Portable cooking stoves and other devices using liquefied or bottle fuels are allowed for cooking purposes only; fire pits are not permitted.

Project Site

This park is in the beginning stages of development, and is located south of the Hwy 99 bridge along the east bank of the Willamette River. It was recently an active gravel mine owned and operated by Knife River Inc; the City took ownership in spring 2021. The site has roughly 1 mile of river frontage and has two ponds that are linked, and a 3rd smaller one on-site.  The upper 32 acres are in the City limits, but the remaining 103 acres are in Linn County.  The City has obtained permission via a conditional use permit for a park in Linn County, along with a Greenway Development permit, and floodplain and hazard mitigation permit.  There are wetlands throughout the park, and a cultural (archeological) permits were also obtained.

The park is only partially developed, and citizens use it at their own risk.  There are deep areas in the first pond, as well as access to the Willamette River.   There are no plans for camping of any kind, nor do we allow fires at any time of year. Due to excessive damage during the rainy season (Fall, Winter & Spring), the city made a decision to block off vehicular access, other than for maintenance.  This last year is the first time we've done this, and it made such a difference!   The roads weren't horribly rutted, and impassable, and we made the happy discovery that 40 more trees than we oiriginally thought survived, and are finally thriving!

Due to a $75,000 grant from the Oregon Parks & Recreation Department, we have a Dog Park, and .32 miles of trails in the upper park area, which is inside the City Limits!

Dog Park:   An almost acre of property is set aside for your furry family member to enjoy!   It holds both a big dog, and a little dog side, and comes equipped with doggie doo stations.  We ask that you please clean up after your friend just like you would in any park.  The park comes with entry ways designed to not allow easy escapes.  That doesn't mean that your super fast and wily escape artist might not still be able to make their way outside with a running child, but it will certainly pause them, and hopefully, allow you to corral that getaway!

.32 miles of hiking paths/trails (wood chip) have been created in the forest area; there are four viewpoints of the river, and a channel that runs next to a small island. There is a large flat trail that starts next to the dog park on the south side, that is an ADA pathway.  Picnic Tables are now in the park, with one being ADA accessible. Signs have been added to the park, at a viewpoint of the ponds, near the ADA Picnic Table and Concrete pillar holding up the original conveyor belt of the Morse Bros from transporting rock in the 40's.

The City has also been awarded a RTP Grant from the State of Oregon!  This will add more mileage to the park, with 1.86 additional miles of park.
