I saw somebody sleeping in the gazebo the other day. Are they allowed to do that?

The laws in the State of Oregon says that during the day, you must allow people without shelter to sleep, and they have the right to stay warm and dry.  If somebody has rented the gazebo, then we can ask them to leave; otherwise, just like any other person visiting the park, they have the right to also use the gazebo.
