There is someone sleeping on the gravel lot next to City Hall. Why is the City allowing that?
If a community does not have any shelters for someone experiencing homelessness, then state law requires that we provide a place where they are allowed to sleep. All of the parks close at sunset, therefore, the only legal place for someone to sleep in Harrisburg overnight, is in the spot that the City Administrator/City Council will allow. At this time, that is the corner of the gravel lot, at Moore St. & 1st St. Someone sleeping in this area will have access to the restrooms at the boat landing, which are open 24/7.
