Harrisburg Redevelopment Agency

The City Council established the Harrisburg Redevelopment Agency (HRA) in the 1992 to address blight issues in our community. The agency works within a defined geographic area of the city including the downtown core and portions of industrial lands on the north and south ends of the city.

Carrying out the HRA plan will require tax increment revenue. Tax increment financing may affect the property tax revenues and bond tax rates of other taxing bodies, but the effort is expected to be good for Harrisburg.

Increasing economic vitality, encouraging the use of vacant and underused land and rehabilitating structures will increase property values in the plan area. Spending tax increment funds is expected to produce new property values, with total value growth in the renewal area over the duration of the plan. When the agency is completed, the values will be returned to the tax rolls, and the various taxing bodies that share values in Harrisburg will receive an increase in tax collections.
