Building Permit Clerk:  Position is currently vacant.  If you are having problems with the Accela State Permitting system, please contact their help desk.  Otherwise, please contact the City Planner through the contact above.

Building Permit questions:

On July 1, 2021, the City of Harrisburg assumed control of our own Building Permit Program.  Our Building Official is now Jason Johansen, who is also Junction City's Building Official. 

Building permits will continue to be submitted, and picked up from the City of Harrisburg.  We are happy to say that we will also be handling electrical permits.  If you do not have a computer at home, and would like to submit an on-line application, you are welcome to use the Computer in the City Hall lobby, or in the Library during regular hours.   Oregon on-line permitting system:  www.buildingpermits.oregon.gov

 

Planning Documents

Planning documents such as comprehensive plan, zoning map, wetland inventory, floodplain maps, development code and others are available upon request at a charge. These documents will assist you in doing any construction activity or development on your property. In some cases, a land use or building permit may be required.  If you have questions in regards land use or zoning, please contact the Planning Department.   Most of the maps and documents for the City are available at the bottom of this web page.

Pre-Application Conference Requirements:  Land Use Requests such as subdivisions, site plans, or conditional use permits, all require a pre-application conference to be scheduled, once you have a conceptual design to discuss.  Please contact City Staff for more information, or to have one scheduled. A pre-conceptual drawing is required for the meeting.  Please verify with other regulatory agencies, such as the Department of State Lands (Wetlands) or the Department of Environmental Quality (DEQ - Storm Water, etc.) that they will allow you to develop your property, prior to setting a pre-conceptual meeting.  Without verification from a regulatory agency, you will need to pay a fee of $150 to meet with staff. You are welcome to contact staff to verify if you need to contact a regulatory agency prior to a pre-application meeting.
