Council/Government Experience: Kim has served the City of Harrisburg for over 18 years.  She started her service with the City on the Library Board.  She was appointed to the Planning Commission from March 2003, to April 2004, and was then appointed to a Council term April 14, 2004, for a term ending Dec 31, 2006.  Kim has since been elected 5 times, and is now starting service on her 6th term in office.

Current Committee Assignments:  Kim has been on the Personnel Committee since 2004, when she was appointed to City Council.  She became the Chairperson in 2005, and remains the Chairperson to this day.  Kim also served on the Government Committee, from May 2004 until it was discontinued.  She is also a member of the Harrisburg Budget Committee.

Kim Downey has lived in the City of Harrisburg since 1998.  She has raised two sons who graduated from Harrisburg High School and has one grandson who became a Harrisburg Resident in 2022.  She has served on the Library Board, and the Planning Commission and is currently the Personnel Committee Chairperson.  She's employed as a Human Resources Specialist and office assistant for a local farm.  In her spare time she enjoys attending church, buying and selling collectibles, crafts, traveling, learning new skills and experiencing new adventures.
